Content: This paper provides a standardized methodology for purely data-driven quantitative assessment of qualitative criteria for existing bicycle networks. It provides valuable information to transportation planners for the prioritization of appropriate bicycle infrastructure measures under limited budgets. In a first case study, we applied our methodology to the city of Munich, Germany, and found out in which aspects Munich's bicycle network has clear potential for improvement.
